La Directiva NIS2 ha transformado el marco regulatorio para las infraestructuras críticas europeas, exigiendo
capacidades de detección, respuesta y gestión de vulnerabilidades que el ecosistema OT aún no ha madurado. Se presenta una revisión estructurada de la literatura reciente, complementada con informes de industria y regulaciones, en seis áreas: contexto OT/ICS, amenazas, defensas, IA/ML aplicada, estándares y
tendencias emergentes, incluyendo IA generativa, gemelos digitales y engaño cibernético. Se identifican tres brechas: predominio de validación con datasets sintéticos frente a testbeds y honeypots industriales, adopción operativa limitada de IA pese a altas precisiones reportadas, y desalineación entre el ecosistema regulatorio europeo (NIS2, CRA, AI Act) y la práctica industrial. El análisis subraya el papel de los laboratorios OT
y los honeypots como infraestructura esencial para cerrar estas brechas.


English summary:

The NIS2 Directive has transformed the regulatory framework for European critical infrastructures, requiring detection, response, and vulnerability management capabilities that the OT ecosystem has not yet fully matured to provide. This paper presents a structured review of recent literature, complemented by industry reports and regulatory documents, across six areas: the OT/ICS context, threats, defenses, applied AI/ML, standards, and emerging trends, including generative AI, digital twins, and cyber deception. Three key gaps are identified: the predominance of validation using synthetic datasets rather than industrial testbeds and honeypots; the limited operational adoption of AI despite the high accuracy levels reported in the literature; and the misalignment between the European regulatory ecosystem (NIS2, CRA, AI Act) and industrial practice. The analysis highlights the role of OT laboratories and honeypots as essential infrastructure for bridging these gaps.
